The National Fly-Tipping Prevention Group (NFTPG) is a group of organisations working together to tackle fly-tipping. Our objective is to find ways to prevent or reduce fly-tipping by influencing, advising, supporting and promoting best practice as well as raising awareness of the potential environmental damage fly-tipping can cause.
Tackling Fly-tipping Together!
The NFTPG is chaired by Defra and includes representatives from central and local government, enforcement authorities, the waste industry, the police and fire service, private landowners and the devolved administrations.
In 2023/24 local authorities in England reported 1.15 million fly-tipping incidents and 60%of fly-tips involved household waste. Local authorities carried out 528,000 enforcement actions, including 63,000 fixed penalty notices.

Roles, Responsibilities and Powers
Both local authorities and the Environment Agency have powers to tackle fly-tipping. Local authorities are responsible for clearing the waste from public land only. Whereas the Environment Agency investigates major illegal fly-tipping incidents occurring on public or private land. Landowners are responsible for the land that they own.
Partnership Working
It is widely recognised that fly-tipping is best combated through partnerships between local authorities, other enforcement agencies and the environment regulator.
The fly-tipping partnership framework outlines best practice for the prevention, reporting, investigation, and clearance of fly-tipping. It encourages partnership working at a local level and provides ideas that can be adapted by local groups to suit their own circumstances.
